The premiers met virtually Monday, nearly a week after Ottawa offered more than $46 billion to provinces and territories to augment the Canada Health Transfer.

The deal amounts to an additional $46 billion from Ottawa over a decade, as long as the provinces meet some conditions.

U.S. District Court Judge Timothy Kelly said in the opinion that drug companies had failed to prove that a federal rule allowing states to import medicines would create a “concrete risk of harm” for them.

The government is also providing funding for 40 new undergraduate physician-training seats.

The program, which begins in the fall of 2023, will be Canada’s first French-language pharmacy program outside of Quebec.
